It is animated by Fran\u00e7ois LEVEQUE (MINES PARIS TECH), Dominique FINON (Chaire European Electricity Markets, CNRS-CIRED) and Patrice GEOFFRON (Director, CGEMP, Universit\u00e9 Paris-Dauphine).<\/p>\n<p><strong>Fr\u00e9d\u00e9ric GONAND<\/strong>, Professeur associ\u00e9, Universit\u00e9 Paris-Dauphine<br \/>\n<em>Fostering Renewables and Recycling a Carbon Tax: Joint Aggregate and Intergenerational Redistributive Effects<\/em><br \/>\n<a href=\"https:\/\/ceem-dauphine.eu\/assets\/dropbox\/FG_S%C3%A9minaire_PSL_18_novembre_2015.pdf\">Presentation<\/a><br \/>\nThe paper assesses and compares the difference of effects on growth and intertemporal welfare of carbon tax and renewables promotion policies. It relies on a computable general equilibrium model with overlapping generations, an energy module and a public finance module. The main result is that an increasing share of renewables in the energy mix and a fully recycled carbon tax have opposite (though limited) impacts on activity and individuals\u2019 intertemporal welfare in the long run. The recycling of a carbon tax fosters consumption and labour supply, and thus growth and welfare, whereas an increasing share of renewables does not. Results also suggest that a higher share of renewables and a recycled carbon tax trigger intergenerational redistributive effects, with the former being relatively detrimental for young generations and the latter being pro-youth. The policy implication is that a social planner seeking to modify the structure of the energy mix while achieving some neutrality as concerns the GDP and triggering some intergenerational equity, could usefully contemplate the joint implementation of higher quantitative targets for the future development of renewables and a carbon tax fully recycled through lower proportional taxes.<br \/>\n<em>(Working Paper Chaire Climat n\u00b0 2014-08)<\/em>.<\/p>\n<p><strong>Emmanuel COMBET<\/strong>, Chercheur post-doctorant, Centre International de recherche sur l\u2019environnement et le d\u00e9veloppement<br \/>\n<em>La fiscalit\u00e9 carbone-\u00e9nergie au risque des enjeux d\u2019\u00e9quit\u00e9<\/em><br \/>\n<a href=\"https:\/\/ceem-dauphine.eu\/assets\/dropbox\/Combet_PSL_18Nov2015.pdf\">Presentation<\/a><br \/>\nDans cette pr\u00e9sentation, on montre comment l\u2019effet socialement r\u00e9gressif d\u2019une fiscalit\u00e9 carbone est li\u00e9 \u00e0 l\u2019usage qui est fait du produit de la taxe. On insiste d\u2019abord sur l\u2019\u00e9cart entre leur impact imm\u00e9diatement per\u00e7u et leur impact ultime. L\u2019impact r\u00e9el d\u2019une fiscalit\u00e9 carbone \u00e9nergie sur la pauvret\u00e9 et les in\u00e9galit\u00e9s n\u2019est pas m\u00e9caniquement d\u00e9termin\u00e9 par le poids initial du budget- \u00e9nergies et les marges de man\u0153uvre qu\u2019ont les m\u00e9nages pour le r\u00e9duire, mais qu\u2019il d\u00e9pend aussi largement du choix d\u2019usage des recettes de la taxe et des effets macro-\u00e9conomiques induits par l\u2019ensemble. A partir d\u2019un cadre de mod\u00e9lisation hybride en \u00e9quilibre g\u00e9n\u00e9ral avec un raffinement de la repr\u00e9sentation des groupes de consommateurs par niveau de revenus, on \u00e9value les performances de long terme de plusieurs dispositifs de recyclage des recettes sur la base de leurs effets macro\u00e9conomiques (croissance et emploi) et redistributifs. On compare cinq dispositifs de recyclage (remboursement de la dette publique, baisses des cotisations sociales, allocation universelle ou restreinte, cr\u00e9dit d\u2019imp\u00f4t g\u00e9n\u00e9ralis\u00e9) aux r\u00e9sultats diff\u00e9renci\u00e9s pour laisser le choix d\u2019arbitrer aux politiques.<br \/>\n<em>(Article paru dans la Revue Fran\u00e7aise d\u2019\u00c9conomie vol.25, n\u00b02, co-\u00e9crit avec F.
